Some stores print the code on the recipt, but you don't get get physical card.
I also opened a ticket to Steam and they basically told me the instructions for redeeming Steam Wallet with a receipt. I am pretty sure Steam Support is operated by robots...
the card is from Gamestop and they were SUPPOSED to tell the purchaser that the code is on the receipt. They usually take the card too because they don't want you giving it to people. Unless the person who bought it still has the receipt there's nothing that can be done. The code on the back is just a generic UPC code and isn't a steam one. Unless your friend has the receipt there's nothing anyone can do. Steam has no record of the purchase.
There is only ONE hope you have. If your friend bought the card and used their Gamestop PowerUp card during the purchase. When you do, you can look in your digital locker online and it stores the code there. That's pretty much the only way they can probably recover the code. Otherwise your friend can try going to Gamestop support and see if they can track it down via a credit card assuming that's what your friend used. if it was cash, you're basically SOL.
As an FYI BestBuy now has 'real' gift cards that have a full code that you can use to activate on Steam on the actual card itself.
