Steam suspends downloads on a 56k connection
Yes, it's a POS connection from a POS ISP. But I'm moving in a few days to where my internet will be sporadic at best and so I need to get these downloads running asap. Right now, most downloads just go between Updating (no progress shown) and Suspended. It's not a firewall or antivirus, just Steam being ♥♥♥♥ on 56k. Skyrim's latest update downloaded the first 7MB and then timed out. What do?

I've already tried: internet connection speed in Steam settings set to 56k; changed to different download regions; clientregistry.blob fix; complete reinstall of Steam on a different computer, same connection; Steam console command: @cMaxContentServersToRequest 1. None of the above changed anything.

To be clear, this connection does get faster once a month, and Steam works fine then. I don't have that time anymore. I need Steam working NOW or my games will be unplayable when I move.

It is the 56k modem and how they work. Not Steam.

Barrow a laptop, go to Starbucks, buy a coffee, download.
Does your ISP disconnect you after each hour? Mine used to do that when I was on 56k, meant I never could download anything around 10MB or so.

That's the only thing that comes to mind about the timeout.
Starbucks is not an option. this hardware works with Steam when speed isn't being throttled, so it's not the fault of the hardware. Hell, I can play online games and Origin works normally on 56k. ONLY Steam has this issue, and it's advertised as supporting 56k. So don't try blaming this on my connection.

And no Canti, though I get occasional ping spikes, I don't normally get disconnected. I can leave it on overnight and when I wake up, I have 200MB downloaded, normally with no interruption. Not on Steam, at least not on 95% of downloads I've tried. Oh, some work fine, like the ginormous Total War games and really small games like Dead Pixels. Most however will stall and never, ever budge.

It is still the connection. Read up on how a 56k modem does it's compression. Then there is the phone line to consider too.

You are not looking at the onverall picture and are focusing on one possibility.

Correlation does not equal causation. Especialy when it comes to PCs.

Good luck with your issue. Maybe taking to Geek Squad is better suited for you.
You misunderstand, it's not a phone line modem but rather a USB stick mobile connection capable of much higher speeds but currently throttled. Steam clearly has a problem with such speeds because it works fine when I get regular speed.
