Just had this problem and fixed it, just do this and should be fine. First you should close off steam, then go to where you installed Steam (for most users C:\Program Files (x86)\Steam OR C:\Program Files\Steam).

Delete the following files (back them up somewhere just to be sure): ClientRegistry.blob, steamclient.dll, SteamUI.dll; and then restart steam. It should download whatever necessary files to replace those you deleted and you should retain all your purchased/downloaded games.

Thank you. This sorted me out first time. I don't understand why Steam has so many problems updating itself, but at least this time round I managed to find a fix for it in minutes rather than hours.

Thank you, this also got the "recent played" list working for the first time ever.

I still have this issue?? As The Legend of Wanka said, how can I restart what I can't open? And also if I try to delete both .dll files it just complains and throws back an error saying something like "cannot load steam.dll" so I have to re-add them back. And whenever I try to uninstall steam it messes up massively not even installing properly, it's difficult to explain what happens but none of the proper files are there and I have to actually system restore to get it back.
I'm so confused can anyone help please? This is really pissing me off now going on for over 4 days now.

I don't have a clue, sorry.

Can you check your anti-virus suite to see if there's any exclusions or Steam is on some sort of list? This can often cause such uninstallation and running problems.

If its McAfee, it hates steam.

I played yesterday evening everything was ok. Today steam lunched with update and then crashed with "Failed to load steamui.dll". I removed 3files mentioned in this thread. Steam lunched with updating and then again crashed - the same error. Not Working for me! Maybe its downloading broken .dll from broken update. Btw I turned Anti-Virus off.
