Also Reports are reviewed by Valve staff before taking action. Which is better than using automated systems that always catch up innocents in the firefight.

Offensive imagry and even text is against is agaisnt the rules. So ♥♥♥♥ imagry is agaisnt the rules.
Freedom of speach only applies to the government. These are private forums owned by, and subject to, Valves's and Steam's policies.
In Germany and various other countries it is, in the US it isn't. Valve's legal responsibility only requires them to remove such context from viewers who are from the affected countries, if it has been reported. It is likely easier to remove the offensive content in general.
But legal stuff aside, the content was likely added to upset others and to be offensive, so it may be a sound business decision to remove it simply for the negative intent, regardless of any other aspects.

If one image shows that the person is discriminatory against people of a specific nation, religion or whatever, then this is definitely not respectful.
In my opionion, freedom is only free if it doesn't affect other 'freedoms'. This is of course not always possible, but I think you get what I mean.
To make it clear: I am someone who doesn't want to support (i.e. let such persons use such profile pictures) those people. If reporting (and hoping for a mod to take action) is all I can do, then I've done my part.
BTW, I was once in a lobby where some people called me a ♥♥♥♥ via voice chat. Now, is that enough offense @H0L_UK?

You may upload any image as long as it is not offensive, vulgar, or specifically prohibited in the Steam Online Conduct rules. Your avatar may be removed and you may be banned from the Steam Community if your avatar is inappropriate.
So basically OP all you can do is report and wait.

I don't know what the world has come to man. But I can say that you are part of the problem.
It is "woe", not "woah". Poor education and lack of maturity often seem to go hand in hand with racism, at least today.
It is simple: Unlike in the 1930s, people now are aware of the dangers of racism, fascism and antisemitism. There are six million Jews, and millions of others, who lost their lives because people were not aware, not "offended" enough when it was still only words and slogans, not willing to speak up, and did not have the courage to oppose bullies who sounded just as rude, forceful and polemical (in that Stammtisch-kind of way) like you do.
If racists and fascists came into power again, the very freedom they now seem to so value when it comes to spouting their drivel, would be the first thing to go. That is why they don't deserve it.
It isn't about the pictures themselves. It is about their message and the "how" and "why" they are used. It is the intent that matters. "Looking away" was and still is part of the problem.
