Steamguard was available to all on Mar 16, 2011. You're telling me he remembers his email enough to enable security 2 years ago, but not right now?
Reply to them and ask if there is any other way to verify you as the owner.
I don't know what he does and doesn't remember. That has nothing to do with what I quoted.
Anyway, OP if you can't prove ownership then you are not getting you account back.

i'm not, maybe i first don't get through the steam login because i was not sure what my steam login and pwd was.
but for sure, i have all my account information on an external hd drive, so i came home, searched for the login information, found, and the - steam guard.
i bought the CS:S 5-6 years ago at a local game store.
so the single proof i had, was the cd-key.
guys u have to realize, if not this steam guard, this actually problem wouldn't be - actual.
i can't understand why they can't just send me the e-mail account which is bound to the steam account. - privacy? so just send me a part of the email-account-name.
its so illogical that someone (in this situation - me) try to unauthorized get an account with just one bought 30$ game, and would hack a email-account this for.

i can't remember, but does the steam account has some private details, like name, city...?
i could send them a scan of my pass/papers.

But think of it from everyone elses point of view. How do they know you haven't just gotten the login details of someones account and are trying to take it over? it's like me saying "i have the car keys, let me get in and drive off!" to the valet parking guy without the ticket that says it's my car.
It has been two YEARS since SteamGuard was turned on, there are also regular reminders in the client that asks if your email account is up to date. If no-ones played it in that long and can't be bothered to confirm details... then... is the game REALLY that missed if you can't get it back....?
Security measures are there for your protection. But you're still responsible for maintaning the account properly. You don't blame the bank for sending your bills to the wrong address when you never bother to update it. And don't go 'oh the bank will do what I want'. In Hong Kong, they don't even want to talk to you if you happen to go to the wrong BRANCH. Let alone if your signature doesn't match EXACTLY. Or you don't have your passbook, etc etc. They don't screw around there. If you want 'we treat you like a thief' mentality, banking in Hong Kong is pretty much that. I suppose there's some rationale for it, but it's a very jarring experience.
