Just as a future heads-up, as the saying goes "there's many a slip 'tween cup and lip". What I mean by this is that it's all too easy to assume that when you get the issues you've been getting that it's Valve (or the end-point's) fault. There's MANY points in between that, so to assume so is folly, regardless of what your friends are doing.
Your friends don't have the same cable to your house, nor modem, nor even likely the same server within the same ISP.
So, what to do?
Simple - process of elimination. As you ONLY have control of the bits at your end, you need to check and discount them. So, first start with the point where the cable joins your house. Hard connect your PC therem and see how it goes. THEN, and only then, move onto your modem, then your cable between your modem and PC and lastly, your PC.
I understand it's perfectly natural to assume it's beyond your control, but that's not how these things work. When there's a problem, and others in your area are NOT having a problem, then it's likely something YOUR end.
In your case here, it could easily have been a Windows/OS issue (if you reboot since), or a modem issue, a cable issue in your house or outside internittently causing issue, or the server you just happened to connect to at your ISP.

now ive deleted my eso files (in steam by clicking that delete local files) and deleted the map manually in my library folder. redownloaded it and its again stuck at 99 percent, im getting the connection time out error..
pls help bc i know there are enough pc genius people here
I'm sorry, but that's absolute rubbish and irrelevant to the topic in hand.
The speed - which is fine - has NOTHING to do with the 99% issue.
