Sometimes, specific browsers can cause issues with loading pages or starting processes. Try accessing Steam Support through a different browser (e.g., Chrome, Firefox, or Edge) or a different device to see if the buffering persists.
Use Steam's Web Support:
Instead of going through the initial scanning process, you can go directly to Steam's support page and select your issue without going through that part. Here’s how:
Go to Steam Support.
Select the issue you're facing (in this case, “Purchases” or “RMA Request”).
If you can't proceed with the scanning process, look for an option to manually enter your issue or select “Contact Steam Support” without the scanning step.
Contact Steam via Email (Alternative):
If you can’t initiate the RMA process on the site due to technical issues, you can try submitting a ticket directly through the Steam Support page by selecting a related topic and then describing your problem. After filling out the details, you should get the option to submit the request. If the page doesn't load properly, you can try using this direct Steam Support contact link and skip the scan portion.
Make sure to explain the buffering issue in the request to help them understand the situation.
Check Steam’s Known Issues or Maintenance:
It’s possible that the issue could be server-side. Check if Steam is undergoing maintenance or if there are any known issues with their support page. Sometimes, waiting a little while and trying again later can help if the issue is temporary.
Try Steam Chat Support: If the buffering issue persists and you’re unable to use the website, try going to Steam Chat Support for direct assistance. You may need to sign in with your Steam account and then you should be able to access live chat support.
Additional Tips:
Have Your Product Information Ready: Before contacting support, have all relevant details ready (like the product name, your purchase date, any receipts, etc.) to speed up the process once you’re in touch with them.
Clear Browser Cache: If you haven’t done so already, try clearing your browser cache and cookies, as sometimes that can resolve loading or buffering issues.

It's not unknown for weird issues to happen with Steam somtimes, and changing to a browser (or more than one) usually fixes it.
