Hijacked. Malware or phishing.

Follow steps 1-6 to secure your account:

1. Scan for malware https://www.malwarebytes.com/
2. Check that the email and phone number on the Steam account are still yours.
3. Deauthorize all other devices https://store.steampowered.com/twofactor/manage
4. Change passwords from a trusted/clean device.
5. Generate new backup codes for your Mobile App https://store.steampowered.com/twofactor/manage
6. Revoke the API key https://steamcommunity.com/dev/apikey (there should be nothing in the APIKEY)

It's cool steam clearly doesn't give a ♥♥♥♥ about people ♥♥♥♥. I'll be happy to fill a class action lawsuit suit about how you guys don't give a ♥♥♥♥ about privacy. Crazy billions you guys make. You don't have a support.

Valve used to care but people took advantage of Valve's kindness and scammed Valve too. That's why items are not restored anymore.

Doubtful, this has been threatened many times.

If you give the keys to your house, you can't blame the lock company for not keeping the burglars out

You’re not gonna get anything back. It’s like you handed the thief your keys and said "Take whatever you want! It’s all yours!" And now it’s all gone.

Well items cant be stolen, so i dont see how you would get them back.
Steam can move those back to my account. When you hack someone's account and move those skins to another steam can 100% move them back. Steam is just super lazy. Bunch of scumbags that work there.

Except there is one issue with what you said.....

Nothing was "hacked". No one breached Valve's database just to get some items from some random account, when they would have had a back door open to millions worth of banking info, addresses, credit card info, phone numbers, etc. that would have been much better to gain before the back door closed.

Nah, they would totally waste their time on some random account's pixelated items. (sarcasm)

No they cant. your account wasnt hacked...
You compromising your account is not you being 'hacked.'
And as far as what they "could" do, sure, they could (and once did) restore items in this manner, but as was said, people were faking account hijacks and getting duplicated items, among other nefarious things, and actually scamming Valve way back when this started to be a thing, so Valve had to stop it.

It explains all this on the SCAM FAQ page that no one reads, by the way :

https://help.steampowered.com/en/faqs/view/70E6-991B-233B-A37B#noreturn

"Why doesn't Steam return scammed items?"

Our community assigns an item a value that is at least partially determined by that item's scarcity. If more copies of the item are added to the economy through inventory rollbacks, the value of every other instance of that item would be reduced.

So the duplicated items would have a hugely negative impact on the market as a whole, and it was. So, the policy now is items leave an account and they are gone from that account, no exceptions.
