Steam - Settings - Interface. Check the option that says "Run Steam when my computer starts"

Steam->settings->interface.

Apart from that, he can also go to Task Manager (at least on windows) and then Startup apps to also prevent steam from starting up (as well as many other apps) upon booting up the computer.

startup

It will bring up all programs that start under windows on boot. Enable or disable at will.

Calm down, You don't need to be so angry over a problem so simple to solve...

How to Disable Steam on Startup:
1. Go to the Steam icon in the top left corner
2. Click 'Steam' Then 'Settings' Then 'Interface'.
3. Scroll until you find "Run Steam when my computer starts" and disable that.

This should be about the same process on Windows, MacOS and Linux.

You can also disable Steam (or other applications) from launching on start-up through the task manager in Windows. CTRL+SHIFT+ESC opens task manager quickly.
