I mean you were a little vague about the Samsung drive's model. But compared to a 990 pro they're very close in performance, if the difference is small I wouldn't really worry. Neither drive is significantly faster in a way a human being can notice.
So... what's the difference you're seeing between the two drives? You didn't state it so could be 1MB/sec for all we know.
How much slower is the T500 getting with each run? Is it 2MB/sec slower each time? And that's consistent like clockwork?
I mean sure there could be some kind of issue. It's not impossible for the T500 to be defective. Or that your system needs a tweak to configuration. But it's also possible you're anomaly hunting.
So if you think there's a problem you're going to have to start dealing with hard numbers and not this slower/faster/more/less/different vagueness.

The samsung SSd that came with my laptop isnt a 990 Pro its fairly generic it just says Samsung on there but doesnt specify the model.
Nothing is stopping you from typing a few numbers...
I guess the other question would be, does your laptop have a full speed Gen4x4 m.2 slot? Because if it doesn't, then that could explain the throttled performance. You could link to the laptops product page to help out that research.
If it causes a problem, then return it. Get another one. It doesn't do what you wanted or expect so you should be good.
If you get another, different one, and it still has similar issues then you can rest assured the issue lies with your PC and might be the I/O connection to that hard drive.
Are you sure that where you're plugging it in isn't a slower port?
