Downloads are not like online gaming. Ping isn't relevant. So it does not matter WHERE you download from.
The couple of weeks after a sale are traditionally slow, which is where we're at now.
So go to Google, find out where in the world is currently around 2 to 4 am in the morning and try picking some of those countries as your download region. Alter to taste.
Dude, i already said that changing servers doesn't do anything for me! Maybe read the post before commenting on it...
But that would influence more than just steam downloading wouldn't it? I can download just fine on anyother launcher or through my browser, my internet is okay, steam just downloads are just stuck at 1MB/s.
I also doubt it's my rig, nothing is even near being under any kind of stress, even my old HDDs aren't really under any stress because steam doesn't download past 1MB/s, everyother launcher uses my power to the fullest.
My preferred Steam server is set to Frankfurt/Main.
There are also 2 options to clean Steam cache: the download cache (Downloads Tab) and delete web browser data (In Game Tab). This might help.

Well, I highly guess it really depends on various and/or specific Regions and server clusters.. isnt it ... Telling or mentioning "Not True" to me is short-sighted ..
Just read some german news though the web before writing some sort of BS like this..
I dont use FIber, and my speeds and connections are all without any issues, too ..
Download speed is limited by:
* Your storage device's I/O capabilities
* Your CPU
* Your antivirus or other ring 0 kernel driver's (Firewall, device drivers, anti-cheats, ...) I/O efficiency
* Your ISP's peering agreements and infrastructure.

Sometimes even a restart of your Router might help, so it reconnects to a more stable server.
I did eveything in that guide, it sadly didn't help, my PC doesn't seem to be the problem my drives aren't under any stress because steam downloads at 1MB/s and they can keep up without a problem, i think the problem is either steam doing something weird or something other outside of my controll is causing this.
If there are other people complaining from germany, it probably will go away in a few days, i probably just had bad luck to be one of the few affected.

Its never steam. Its always always something else
You are again likely saturating your disk IO. You need to look at task manaer nd see hwat your CPU and disk wait times are. You are likely hitting 100% wait times on your disk
I downloaded GTAV, while playing Warhammer 3, and I was consistently getting 60-70MB/sec. I was pretty much CPU limited at that point, steam was using about 30% CPU to decrypt the download
