I would suspect some server issue somewhere in Europe or maybe some ISp(s) doing something shady. It's happened before.
All I can tell you is that these tips I gave are the best way to try and get rid of the usual culprits, so it's looking like it is outside your system.
I'll keep an eye on this and hope it gets resolved soon.
PS: I've done no changes at all, no further TSing than what I've done on Jan 13. Also I've noticed people mentioning Telekom.. I really wonder if it could be a connection, altho Slovak Telekom is "different" than Telekom HU or DE, it's suspicious to say the least..
Telekom/T-Mobile is notorious for this problem, but they are not the only ones that attempt to extort content providers.
Using a VPN (to adhere to the SSA, use a VPN server in the same country as yours) to circumvent these limited routings can provide some mitigation until the ISPs either give up their greedy politics or find an agreement with the affected parties.
