There are some exceptions where the game was removed by the dev and the cards became unmarketable, I assume it's optional for the dev.
There is one game that has an emoticon that i like but it is no longer available. Was going to buy it from a 3rd party seller so i can get their items through the point shop.

Games that have been banned do not have points shop items, when Valve ban a developer, they cut all ties with them.
Are you sure you don't mean this game, it has a similar name and has points shop items.

Here is the process.
Valve bans a game developer.
Valve however still has to honor all existing license keys out there which use Steam.
This means everyone who already has a license for the game on Steam can still use it.
New license keys will not be issued. Existing ones will still be honored.
If you have a key for a removed game, that's a key for the game's license. It's already been sold. Valve has the money. They have to honor the license. That's the deal. It's in the SSA. Valve can't revoke your ability to play a game because they cut ties with a developer.
Do note however that it may be very difficult to even find such a key through legitimate channels. When Valve cuts ties with the developer they stop issuing keys, which means third party sellers won't have any to sell. Some might exist on shady third party key reselling sites if, for example, someone bought a bundle and either didn't want or already had a key. But I wouldn't trust any of those sites because they can bring in a whole host of problems and people often end up scammed using them.
Upon further digging, I found a drama that the dev or someone behind the scenes of that game did give away many of those keys and revoked them after two years. the key is still sold on some reseller sites, however, for less than a dollar.
would be an interesting experiment to see if they still have a point shop or not.
