Well I'll try and keep it short for you to not take too much of your time.
I originally tried contacting support when it was first disclosed onto my account X_CryStar_X
They cannot help me with this regard as they only enforce what has been said by the developers. They pinpointed to me the necessary information and couldn't help me further (Info on game bans). I supplied them with everything I was doing at the time and IP I was connected to and file screenshots of my device etc.
So I searched online and I found a section called "Counter Strike Source" This section had a I've been game banned vac banned section which allowed you to communicate with them directly. So I initiated conversation and explained what was going on briefly as I didn't know what was happening.
I don't know if im allowed to disclose the conversations said in a discussion channel so Ill say it that wasn't in detail or context to it. It involves other individuals and I do not wish to legally disclose this here.
This is how Kal and I got into contact. After a bit he only explained why it was enforced and didn't look nor read at the information provided.
I got accused of breaking their SSA and ToS only because of an IP link.
That's what happened so far. Then the conversation was closed and my account as of now X_CryStar_X cannot write further tickets until September the 1st 2024.
It's quite frustrating for me and I'm trying with everything I can work with here and online.
(edit) The Game ban implementation is for "Team Fortress 2"

There is more to the story but i cannot explain it here as it a private support matter. They know.
From what you have said, they know and are unwilling to do anything about it.
You also stated they have suspended your other account's ability to submit a tickets over the issue.
They have clearly given their answer already. Continuing to push will not end well.
You already know the only ways to contact support/Valve on the matter. There really is no other way to do so.
