Have you changed your profile name recently? That puts a 4 hour trade block on the account.

Does your account have a successful purchase older than 7 days, but not older than a year?

You can also look at the Trading and Market Restrictions FAQ.

When did you acquire the skins?

Valve changed the system for CS:GO, now CS2 items back in 2018...

Adjustments to maps and trade
2018.03.29 -

Today’s update includes a host of adjustments to Nuke, Dust II, and Canals, so jump into a match and see what’s new!

Along with those map updates, we’re also making an adjustment to CS:GO item trading, described below.

For details, click here.

Revisiting Trade
Steam trading was created to allow customers to easily exchange items with each other, and each day we see thousands of customers using Steam Trading in this way. Recently we’ve been looking into ways to reduce some negative unintended uses of trading in CS:GO (such as fraud and scams), with the goal of preserving trade between players.

Starting today, CS:GO items received in trade will have the same seven-day trade cooldown as items purchased in-game or via the Steam Community Market.

Over time, third-parties have developed services that use automated Steam accounts to mimic players and make use of Steam’s trading functionality. Unfortunately, some of these third party services have become a vector for fraud or scams. Unlike players, these services rely on the ability to trade each item very frequently. In contrast, a given item moves between actual players no more than once a week in the vast majority of cases.

We want to make sure that Steam item trading is a useful feature that continues to provide customers with the freedom to give and receive items as they wish. However, we realize today’s change may also be disruptive to some players. We’ll continue to evaluate trading policies as time goes on, and if you have any feedback or concerns about the change you can email us at CSGOTeamFeedback [at] valvesoftware.com.

There account is not full yet. They are using a limited account. Look at how many games they own. You need to purchase at least $5.00 US dollars for a game. You cannot get it gifted. You, OP, will need to buy it yourself.

Limited accounts have trade restrictions on them.

NOTE: If op lives in different country, it is equivalent of 5.00 USD dollars in their country of origin, whatever type of money they use.

Really? They only own one game though. Did you check it?

NOTE: Oh right, they got 3, and Crysis Remade is over 30.00 dollars. Your right. I thought maybe their trade issue is due to limitations. This is not the correct answer though.

It is probably due to not making any purchases since years ago then.

Trades don't have the "no purchase in a year" restriction. That is only for the Market.

And if the account was limited, their name would be their Steam ID# on the forums.

Every time I see a person saying Trade Lock/Ban and also wanting to sell skins, they want to sell them offsite, which is just a trade.

Okay, got it .

Even if it was selling on the Market, all CS2 items either traded or purchased have the same 7 day restriction on them from trading and selling on the Market.

The OP mentioned...

Which can not be done under 7 days old from when they acquired them.

And the game badge was updated in April of this year which could assume a store purchase issue was not the reason why.
