If you topped the wallet from an external payment method within the past 2 weeks and haven't spend any of it, you can refund it. Otherwise nothing to be done.
You converted your REAL money into store credit. You can not convert it back now as it's too late. Steam doesn't make the rules. They are following the law. There is nothing you can do now
Outside refund window. You cannot convert voucher/store credit into real money. there is nothing you can do now besides spending it on Steam
You can try a manual ticket, but seeing the amount it's quite possible they'll deny it anyway. For the manual ticket: find the purchase, choose the "I have a question about this purchase" option and explain politely. If they still say "no", that's final.

in general, if not used and within or on, the end date of refund period, you are likely to get a refund.

they have been known to refund outside of the refund period (games, wallet, ect..), but thats not always going to happen and isnt always the case.
you can try a manual ticket and explain why you need it refunded, if you are outside the time period, but not far past it and havent used the funds, you may or may not, still have a chance at the refund.

No, the support ticket system is the only option.
You agreed to the refund policy when you made the account and with each purchase. If you are out side the refund policy, then a refund is unlikely.
You can try a manual refund by submitting a support ticket and it will be considered by Valve, but is not guaranteed.
Valve only uses the ticket system. They do not offer phone support. Calling their HQ will only get you directed to Steam to submit a ticket.
