then you have disk is busy issue to network issue into steam,. wifi check with cable
do not think you cant check with spare pc, same as proof its not steam and ISP if it work there.
and you need to get the 2 ways issue here you either confirm or busted yourself with own main pc issue.
and technicaly i dont care if you have a disk that start to fail or cable ito the disk is the issue.
and thats why you test with spare pc or friends laptop, you try to eliminate alot of things with double check
dont forget i seen things very diffrent 1 pc has a issue then 10 other work, im sure you can do same in the faulthy finding procedur. ( i see it as a unit has a issue )
and why it is so, you just clear steam and ISP and router then work on other pc. ( this matter in the narrow it down to my pc has a issue. )

DRAM is however usually just 4GB, so it doesn't matter much. It will just reach fullness and then slows down to the SSD's memory write speed.
Limiting DL speed also slows down the download.

Make sure you update the firmware of your SSD:

otherwise the SSD won't last long. (yes this too has problems)
... if you haven't updated the firmware of your hardware (motherboard, etc.) and drivers, do that first. Also update windows if that hasn't happened yet. (I assume you're on windows 11)
Once done with that, run chkdsk on the ssd to fix errors that may have happened before the update.
disable sysmain, indexing, tweak windows defender to not scan every file change (which slows down writing obviously)
If the encryption state is Software Level only, disable BitLocker Encryption. (because this slows down your SSD by a ton).
If its hardware level encryption (thus using its own processor, it doesn't matter that much, but still..)
You will need your bitlocker recovery keys for this, so store those on a usb flash drive or somewhere accessible at least.
Check your router if you have any; maybe it just doesn't like steam and slows it down on purpose (could be an ISP issue too).
