You never mentioned which bundle. The most important part of the question.
The first bundle is House Flipper 2 which comes with all the other House Flipper Games, which I already own. The sale price is $25.59
The second bundle is for House Flipper 2 and Hair Dresser Simulator which on sale on my account after buying House Flipper 2 for $15.29 (this sale does not appear on a family members account and this sale also disappeared after I had House Flipper 2 refunded)
Apparently I can only purchase the one with Hair Dresser onto my account that already owns House Flipper 2 and can't purchase for a family members account. It'd be nice to own two games I don't have for $15 than one for $25.59, but maybe that's just me?
For the first bundle, you can request a refund, after approval of the refund, buy the bundle at the lowered sale price.
For the second bundle, that is a "Complete Your Set" type of bundle that can not be gifted.
"Complete the set" style bundles can not be gifted unfortunately
You could request a refund of the "House Flipper Franchise Bundle" bundle and then purchase the "Hairdresser Simulator & House Flipper 2" bundle. You may need to request a manual review of the refund if you have over 2 hours of playtime in the first House Flipper.

If the automatic refund fails, select the purchase and then select "I have a question about this purchase".
If you have 2 hours of playtime in House Flipper 2 then you're out of luck
Do note, if you refund House Flipper 2, the "Hairdresser Simulator & House Flipper 2" will increase in price since you no longer own House Flipper 2.
The first game's price was excluded from the second package when you viewed it. Then you refund the first game and the price of the second package now had to include that of the first game since you no longer owned it.
Look at the games in the store and see how ones you own are crossed out for the price?
I did request a refund for the first bundle and got a refund. I have not even installed the game yet so there's no time on it. After that refund the 2nd bundle for House Flipper 2/Hair dresser went back up to $42. It wasn't until I purchased the first bundle a 2nd time (which is what I have now) when the hairdresser game went back down in price after a couple days.
So I did the refund of the first, just like you mentioned. And only then after a couple days the complete your set? Bundle went back down to $15.29. If I do a refund request of the Franchise bundle, the price for the hairdresser game I'm assuming will jump back up to $42.
Would you suggest I purchase the one with hair dresser in addition and then contact steam to see if I can get the franchise bundle refunded?
That would refund the other bundle, including the game that was in the second bundle you wanted to keep, as it is tied to the first bundle.
In the first bundle, All of the games, except House Flipper 2 were listed as in the Library since I purchased them all previously. I'm a little confused. I'm a natural blonde. Lol
So the price of the first bundle $25 was only for House Flipper 2 since I did not own it but owned all the additional games? And the price of the 2nd bundle was $15 so I would only be purchasing Hairdresser, correct?
That means it wouldn't work getting bundle one refunded if I buy bundle two. I think I'm catching on.
