Have you done the regular refund route or the manual ticket route? If the former, that's automatic and denies anyone who is either over 2 weeks or over 2 hours. If the latter, the answer should be taken as final.
Keep in mind that such exceptions are on a case-by-case basis, that asking for a refund doesn't equal getting one and that the experience of other people are not relevant.
You bought the game knowing the price, you obviously thought it was worth it. That you didn't have the patience to wait for a sale, even though games go on sale on Steam very regularly, is a decision on your end. You haven't been cheated out of money unless your own actions and decisions count as that.
