Try using a broswer of your choice instead, or refresh your Steam files.

The solution I found is a simple and easy method of fixing this. Just remove everything in your Steam folder, except for the SteamApps folder and the Steam shortcut. Then restart your PC then retry Steam to see if it fixes the problem

If you're using the Chrome browser:
1. Go to: chrome://settings/cookies
2. In the "Search cookies" box, search for "steampowered" and click the site in the list for "store.steampowered.com"
3. Click the box labelled "shoppingCartGID"
4. Click the remove button

Worked for me, without having to clear all other cookies!

If using another browser you can clear all cookies, that's kind of a pain but should fix this problem too.

I may have accidentally clicked the button that removed the cookies because I'm an idiot, but friend, you are the hero we are looking for. I haven't used Chrome for Steam since the last big sale because of this and it fixed it and thank you for that.

Now that is an excellent solution I hadn't considered. Filed away for future reference :)
