That said, some games do get blocked occasionally, and sadly it isn't down to Steam/Valve. It's the publishers/developers that own the rights and state how things are and how they're supported, or where they're for sale.
I don't know if you can check with Square/Enix as to what regions this is released in, or whether there has been some other sort of error? It wouldn't be the first time there's been an error of this sort.

As I've already said in my response above, this sometimes happens and it's a matter for the devs or publishers. Sometimes a publisher isn't found for that region, or there may be a problem with the official ratings, or other.
But only the devs or publishers can help you - which is why I referred you to SquareEnix. Sometimes it can also be an error, but guess who's likely to tell you the answer on that one too? :)
What do you mean apparently not? Do you currently reside in the US or not? I recall seeing a different location when I checked your profile earlier. Did you just change it? This may or may not clarify why you initially saw the game in question available in the Steam Store, but was denied access when you tried to purchase it.
In any event, I do understand where you are coming from. $45 is a lot, and since you are brand new to Steam, you couldn't have seen this coming at all. Are there other titles on Steam that you are planning to buy? Probably, otherwise you wouldn't have added that much money at once. Final Fantasy VIII costs no where near that much, after all.
In that case, maybe (as Hextravert points out) there is some other issue here, such as playing around with your localization or language settings.
Could you please tell us where you live, as this might help me advise further.
I tried some TS steps. Maybe changing the location would work but meh. And was trying to purchase Agarest after FFVIII was successful. And if there were extra bucks, I would save it for another game that interests me.
Also, what error message(s) are you getting and at what point of the transaction?
I bet it has to do with publishers. Maybe FF8's PC version had a different publisher in the Oceania region, and Steam doesn't have a deal with them. Hopefully Valve or Square Enix or someone in there can make that deal for Steam someday.
Most likely, but I'm not going to assume until I know the precise details. No offence intended.
For the error message, it shows when I am only viewing the Trailer Video of FFVIII on the store (since the actual game is gone)

Well, if worst comes to worst, I need to wait for the game to be available in my location or ask a friend to lend his FF8.

Were you using the Steam application you downloaded or the browser? You could try purchasing the game via a browser instead. Try both Google Chrome/Firefox and Internet Explorer.
Last week, I kept getting an error message right after clicking purchase (Terraria). After countless unsuccessful purchases, I gave up and sent a ticket to Steam Support. By the time I received their reply with suggestions, I had already tried most of their solutions save for one: using Internet Explorer.
Using Internet Explorer, I successfully completed the transaction (I had been using Google Chrome). I suggest you try purchasing it using a different browser/method. Especially since your friend was able to purchase and play it without any problems. That alone shows that your region isn't excluded. Error messages aren't always accurate.
This is your last resort, and you have nothing to lose. It might actually work!
PS If you are using any VPN: turn it off. Even if it connects through the same general region as where you live, you might still get the ''unavailable in your region'' message simply because it doesn't match your physical address.
