Writing a review for a game that I don't own!
On the description page Valve says I can do so, but I can't find the option anywhere. Any tips?

You cannot review a game you do not own on Steam.

It's only possible if you ever played the game on Steam. If you own it or played it on a free weekend, ect. You don't have to own it So you cannot make a review of games you never played. If you have a game that you played before on Steam. Just go to the store page of it and you can write a review reight under the screenshots of the game.

You can't. You have to have to own it or have used it on Steam. For example, through family share.

Write your own reviews
Let the community know how you feel about the games you play and the software you use.

To get started, just visit the Steam store page for any game you've played or software you've used on Steam.

Also:

Q. Do I need to have purchased a game in order to write a review of it?

A. Purchase is not required. You may write a review for any product you have launched via Steam. Whether you registered a Steam key obtained elsewhere, participated in a Steam Free Weekend, played a Free game, or played a game via Family Sharing, you will be able to write a review for that product. Your playtime in that game or time in that software title will appear next to your review.
