For the saves, best you can do is copy them back and forth as needed.
As far as I am aware, this won't work as they would still use the same files. Worth a try though.
Mods will auto carry over provided they are all ones on the Steam Workshop, otherwise you'll have to carry them over manually.
Note that with the same Steam account you cannot both be logged into it at the same time. However with the Family Sharing feature that's arriving soon you'll both be able to log into the same Steam account at the same time but cannot play the same Steam game at the same time. If that makes sense.
You didn't necessarily need to reinstall all that, but it doesn't matter I guess.
Be sure to find the Skyrim folder in the Documents\my games\skyrim and delete everything in there.
Slight fork from the current progress of the thread, but in a similar situation, but only having a single PC, do you think that creating a Steam Library under the user's directory could be a solution? Given that both users have different Windows accounts.
User1 creates a Steam Library under their C:\Users\User1 directory
User2 creates a Steam Library under their C:\Users\User2 directory
They install the game to their libraries (total of twice), therefore mods and saves will be independent of the user.
The only problem I can think of, is Steam's configuration for different users. If Steam keeps Steam Libraries relative to the machine, it won't work, but if it keeps it in accordance to the user (Steam or Windows account) that's currently logged in, their Steam Libraries would be independent.
Any input?
Yes what you've suggested would work, however any mods that install into the game's folder will be there for both users. Save files will be per account though.
Not to mention those first 3 words = shockingly bad advice. That and good advice has already been provided that would have worked for OP
