Quitting the game helps: quitting the session or at least restarting the game.
My system isn't that bad: i7-12700k, 32GB DDR5-6000@CL30, RTX 4070 Ti Super 16GB, the game is installed on an M.2 SSD. The operating system is Windows 11. The monitor is 2560x1440@144Hz, and the graphics settings are set to high.
Also, in addition to the advice about periodically restarting the game:
Update your graphics card drivers to the latest version;
Consider upgrading to Windows 11 if you're still running Windows 10 (note: with your CPU, you absolutely must be running Windows 11).
The game isn't optimized for the new GPUs. Anything with an RTX 3K or newer has issues with V-Sync.
