Run cmd.exe as administrator and tipe this: netsh winsock reset
restart windows
1. Run Command Prompt as administrator.
2. In Command Prompt, type “netsh winsock reset”. (Without the inverted commas)
3. Press enter and give it a couple of seconds.
4. Restart windows.
5. Run Steam.
That was pretty much it. None of the other methods worked for me, including deleting the userdata and other steam files. This is the only method that seemed to work for me.
I opened Internet Explorer / security options / security / unchecked enable protected mode / I set security level to the minimum / connections / LAN settings / unchecked proxy server and checked Automatically detect settings / OK
After this steam worked normally again.
This worked 100% sir.

I fixed this by installing Steam from the site on top of the version I already had. It overwrote whatever files were corrupt or missing.

No idea what happened - was playing SDV multiplayer last night and today Steam just wouldn't run - but this fixed it and it's working fine now :) Thank you!!!
