Can't Level Up
I have been working on some task and have earned pillar of the community badge, but my steam account still can't level up :( please help me

What do you mean? Do you have enough experience to go to the next level and it won't?

Yeah, he told me that he already did some tasks and got a pillar of community badge. But yet he's still stuck at level 0. Maybe this is a bug,

Yeah, it must be a bug. Hopefully, Steam fixes this soon.

It's not a bug. You can't level up because you haven't bought anything on Steam. If you don't have anything on your account that was paid for, you are restricted from certain features, one of which is leveling up. Free games don't count.

Sorry for the late reply, but this is happening to me too, despite the fact I already own retail games such as Anomaly, canyon capers, gun monkey, xcom, and now also own payday. A friend lvled up his account to 15 without even buying a single thing from steam store...

The question is did you BUY them or were you gifted them, or similar?

Unless you made PURCHASE on the store, you will still have this problem.

So it is a new steam system? cos once again, my friend lvled up his account without the need of buying anything from the store, all his game were traded/gifted.

They were likely all free games, or from places like Indie Gala (all those names were offered Free).

It's not new. Purchases from the Steam in game stores count, like an item on the TF2 or DotA2 store.

On my account infomation says the games are "retail" so it should count as such. Then again, if is a new steam rule to unlock steam wallet then I'm ♥♥♥♥♥♥.
edit:
just readed the link... so they change the rules in some point, sucks. Oh well ill see if I can activate the wallet and buy some random garbage from the store.

Only purchased directly from Steam count. Retail is the exact opposite of a purchase from Steam, it means that the game was a redeemed key from outside of Steam.

Rules were not changed.

There are a few ways of getting unlimited account: purchase a game, redeem a gift, or make a microtransaction.

Patience is what i can suggest. If you are certain of your exp on the level, you should level up once in a while.
