Well, yes. Every game you purchase gives you 1XP. You'll also earn bonus XP for every milestone you reach.
Actually, it might be more. Or less. Not quite sure yet, but it's surely not 1XP.
I do expect to get the last 10XP to my next level by registering keys that I haven't registered yet, though :-) It's just not going to do anything, so there's no need to rush.
You get a bit of a boost when you hit the different milestones, under 1000, but by and large it's 1 xp per game. (I have 1730 games, my XP from the badge is 1980, suggesting that I've received 250 xp for hitting the different milestones. Each game purchase I make adds 1 more xp to that badge.)
