Downloading on HDD is really slow help!!!
I have a 5200 RPM HDD, and when I try to download games onto it, both the disk speed and download speed drop to KBps before going back up to a few MBps (2-3 MBps). My actual internet speed is 300 Mbps. This cycle keeps repeating, significantly increasing the installation time. Meanwhile, downloading the same game on EGS completes in a fraction of the time.

I know it's an HDD bottleneck, but is there any way to improve the download speed?

Not with a HDD bottleneck. Only way you could improve that is to buy a newer and fast hard drive. I suggest a SSD, but i know not everyone can do that.

My pc has a SSD and the speed is awesome on it.

Steam downloads in compressed chunks, once a chunk is down it gets decompressed and installed. Only way to improve Steam Download/install speeds is to install a faster drive, SSDs are not that expensive nowadays

And I included the techno babble, aka Context, to explain why Steam Downloads slower than EGS. I could have done what you've just done and pointed out your post lacked the context and only answered PART of the OT, but I wasn't trying to pick at someone elses comments... like some

Steam can obliterate 1gbps connections

Your steam download and patches are limited by

1) your cpu
2) your disk IO
3) your anti-virus
4) your ISP

OP you sure steam has not change default drev, if you have 2 disk drevs, most has a SSD and HDD to older games, that dont need that soeed. ( steam will move other drev if it get near FULL.

ps.
This is why free space is serious today, you do not want system and steam get under 200gb left. ( this value dont make its better then games is past 100gb, we are talking about older ganes here. )
