Technically, this is Sony's fault. They made a PSN requirements on alot of their games, which alienates alot of different countries from playing their games on pc. If i were you OP, i would write a formal complaint to SONY Interactive and tell them you want the game available in your region. That is what i would do at least.

GoT doesn't require PSN. It's only for the MP portion, the SP you can play without logging in. OP should just buy the game off-Steam and stick to the SP. There's nothing in the SSA that says you can't activate a code for a game that was delisted. Be it globally or locally. All that was blocked for a lot of countries was the direct purchase of these games, the third party market is fair game.

Even more so since shops won't let you refund a key once it's been "revealed" -- because they can't verify whether a key has been redeemed or not. They do, however, know whether they have SHOWN it to you or not -- so it's only safe to undo the purchase if you haven't seen the key...

I've always wondered whether SteamDB can reveal such censorship-details, but no result as of yet... so I'm staying away from anything dubious: on Steam, you never know whether you get a censored "German" version, elsewhere you can't know whether it can even be redeemed.

I suggest @notmartis do the same: stay away from it. In fact, Sony wanting PSN and PSN not being available everywhere would suggest they've also blocked the keys. Besides, if you can redeem the game and then it doesn't work because of PSN not accepting you, you're f*d up just the same (or even worse, because you went through all that effort to buy a game that you can't use...).

Sure, nothing is impossible. I just wouldn't count on it today.

I actually had to look it up on Wikipedia. Lithuania is in the EU, so that might be an incentive for Sony to add it. It also seems to be doing well in various important areas such as economy, education, income etc. -- so that would be an incentive too.

However, it's still a tiny country that probably only about 3 million people care about (btw -- Wikipedia gives a population of 1.5 million for the town I live in...). It might not be particularly high on anyone's priority list when they are looking for people to add to their market...

Except that's never been a thing, not to my knowledge. Delisted games generally don't have existing keys revoked, as in existing keys have already been paid for, unless it's something like on the publisher's own website, e.g. Bamco's website store where they sell Dark Souls keys.
If someone's already bought the key then restricting it post-sale would be scummy and also wouldn't make sense, as the restriction should only affect new purchasers. Could Sony? Yeah. Would they? Likely not.
I mean this entire conversation is kinda pointless, as OP could just check on any website selling these keys and it would tell him "able to activate/not able to activate in Lithuania", unless he's using a VPN.

Steam allows games to have several restrictions including which countries they can be activated in.
