In other words your entire steam account has been compromised if this is 'magically' happening
1) Change your steam password immediately
2) Deauthorize ALL steam computers immediately
3) Go to https://store.steampowered.com/account/managedevices
Revoke ALL computers and users
4) Go to your email and change the password
5) Ensure you email has two factor authentication on it (gmail/hotmail/yahoo have this ability)
6) do a full malware scan on your system

That person could not have done that unless they
1) knew your steam account name (which no one should know)
2) Knew your password
3) Knew how to get into your email for the steamguard code
Aka the 'problem' is not solved, because you entire password infrastructure is compromised. You should assume literally EVERYTHING on your computer is up for grabs by this 'friend'.
