If you are on a Windows, start Task Manager.
Then, look for a program titled, csgo.exe*32 (or something visually similar)
Look at the section title, Memory (Private Working Set). If the number for csgo.exe*32 is going up, chances are, the game is still processing and loading.

Not sure if you have tried uninstalling, then reinstalling the game, as sometimes you have to install or accept these different Microsoft Drivers blah blah...changes or additions to your computer.
1. Right click csgo*32.exe in task manager.
2. Click Properties
3. Go to Compatibility
4. Click "Change Settings for All Users"
Note: I understood everthing up to this step, but the rest I don't know because I have never tried it on my csgo.exe*32 file before. The risk is yours.
5. Change it to Windows 7 & check off run as admin
6. Verify Integrity of Game Cache through Steam Library (again).
7. Restart computer.
8. Allow first time set-up.
9. Play (?).
