As long Steam doesnt defines it in more accurate rules and starts to controll it a bit more it will stay as is now. But one thing is sure, if only once I see my art somewhere, it will have serious consequnces, I can promise that much.
It's not really helping me...
My question is how can I upload artworks on the screenshots tab.

He doesn't really have screenshots like those, but still he did it.

The parts where cut out from the original background and enlarged. By the screenshot he simply exchanged a random image for that cut. The snowing part is a gif image based on the other cutout, but he could add a animation as long artworks allow gif format, while screeshots only JPG.
Assuming he did the whole thing himself, knowing how to upload won't really make you something similar, it requires skill and experience in Photoshop and some creativity.
For me as a professional thats pretty basic, but for 99% of Steam not.
