When posting for help always include your system specs, including what graphics card you have.
Your problem may be that you are not running the game as the Administrator of your pc.
Go to the game launcher and make sure it's set to "Run as Administrator"
C:/Program Files[86]/Steam/Steam Apps/common/fallout new vegas
Open the New Vegas folder, go to fallout new vegas launcher, right click on it and click "Run as Administrator".
