That is all it does.
Yes, they can still see if you are on and what game you are playing. Blocking would be useless at that point as someone with no account could see the same thing by hovering over your avatar or visiting your profile (assuming it is set to public.
I am in the same situtation, every second I show up in STEAM, either I'm just watching videos on youtube, playing a different game, or just stay online while playing something else (XBOX or League of Legends for example) I would get some many messages from the user where it's the repetition of "Hi", "I'm lonely", "Why you're not playing?", "-_-", "Are you playing Team Fortress 2?", followed by random trade requests or any attempt to get my attention.
I go offline and the user knows I'm trying to avoid them, but still constantly messaging me.
It's hard for me to just say "Leave alone damn it I'm not playing, I'm not doing anything, stop spamming me." since the user is younger than me.
I've blocked communications after reading a couple of posts explaining what it does, the only problem is that I don't want to be a jerk. If it shows me offline I am fine with that, if they see me playing a game previously then I just hope they assume it was at different time when the user was not around.
I'm basically stuck with a stalker who is a subscriber from youtube. Not the good kind like the constantly watching every move online.
