We do not really have any idea of what your PC specs are or what programs you have installed on it. You can disable that .exe and see if it helps but I am betting it because of high traffic on Steam and server overload. Do any other programs on you PC have problems ? For example, can you brouse the net normally right now ?
Trust me, your issue is small compared to the many, many others here right now. Just read some of the posts and you will see some real horror stories. But yea I know what you mean...it is no fun.
Enter Steam in "offline mode".
If that works, then go to the Steam heading in the upper left corner of your screen and select "go online"
You have to reenter your password like normally if I remember correctly but that is how it worked for me. I just had to do this a few minutes ago.
