No, the way it works is in order to verify that you actually own the card in question, they temporarily charge two small amounts (between 1 and 2 dollars each, random) to the card. Then you have to log into the card holder's account and tell Steam what the two charges are.
The charges are temporary, but must be made to the card you are trying to verify, not another payment method.

The authorizations are not a payment and will never leave the pending state nor will they cost you money. The authorizations will automatically expire, but the time it takes for them to expire depends on your bank.
