I have problem buying
At first the problem is :

"An unexpected error has occurred. Your purchase has not been completed."

"There seems to have been an error initializing or updating your transaction. Please wait a minute and try again or contact support for assistance."

It happen only now, never happened before.

Are you experiencing the same?

no comment about contacting steam support bad design and problematic.

Solution A : works for Tobbit

THIS IS FOR STEAM USERS WHO PURCHASE GAMES THROUGH STEAM WALLET

Try using a different internet connection. Use the Mobile Data as another way to access the internet on your smartphone and try to purchase a game there using the Steam App. It may be slow, but it worked for me.

-OR-

Go to an internet cafe, and try to purchase games there. Make sure to log-out as soon you purchase it to avoid different users from accessing your account. Check if Steam log-in has the 'Remember my Password' unchecked. It must be unchecked!

Solution B : works for me (Purchase using Steam Wallet)

If using a PC
- Please exit Steam, and navigate to the …\Steam\ directory (by default this is C:\Program Files\Steam - if you set a different installation directory, you will need to browse to it).
- Delete all of the files in this folder except: Steam.exe and the \Steamapps\ and \Userdata\ folders
- Restart your computer and test the issue again.

Solution C : works for 莉榭特·卡拉

step 1 open any game(i open dota2), in game press alt + tab
step 2 select the game and make the payment.
step 3 success

Solution D : works for Letande

I have removed the lock on your account; you will be able to make one more purchase.

Your account is currently on an alert status due to the excessive failed purchase attempts. Any unsuccessful purchase attempts will cause your account to be locked again. Your account will automatically be removed from the alert list after a while. Please note, that each new purchase attempt will extend the alert period.

why would they lock people account in the first place is beyond my understanding.

Of course I will, but just imagine how fun is that to contact the support and wait for days each and every time I want to buy a new game? It's just... Honestly, I'm out of words here.

Err... as for myself, i have a clue: as i can't buy anymore with my own account since saturday, i tried to buy by myself using the account of one person of my family (with her approval, of course) and then gift the game to my own account. -And it worked-

I supposed that i can't buy with my account, maybe because steam limitate the purchase amount ?
(I hope this fact will only lasts during this event :madpug: ... )

Well, if it lasts too long after that, then i should have to contact the support, too... (oh, well...:dsmagic:)

That's basically it. It's really unfair that Steam doesn't inform us about such lock and people are clueless about what's going on, but that's how it works. Also, only Steam knows how this block works, so, trying to use alternative internet connection may work. That's it. People with this problem - try alternative internet connection, wait a lot before trying again, or contact the support.
And how long to wait before I can try it again?

Interesting. I had no idea my retries were extending this crap situation. Gradually breaking all my payment options as they failed one by one.

Yes there is a location based aspect as well as each payment type, it worked when I bought a few things in the office.

Hopefully in a few days I can use my main account to buy again. Steam support haven't got back to me since a day or so ago when they wanted more info.

Looks like the main solution is to contact Steam Support issuing about this error. No wonder why the reply only took less than a day to me unlike others complaining that it took them weeks for theirs to answer.
