Purchasing games from Steam will give you a digital copy of the game, which you can download using your Steam account in any computers.
If you purchase a retail copy from your local store, commonly known as physical copy of the game, you don't need to download the game anymore, you just need to install it which saves you time and you can install the game in any computers as well. What it limits is it only allows 1 Steam account to play that game, which is basically the same in purchasing games from Steam. You can only play the game under 1 Steam account.
So if you buy a game from your local store, you can install it in any computers, but you can only connect it and play it under 1 Steam account. Once you use the game code to one of your Steam account, you can not transfer the game to other Steam account anymore, but you can install it in any computers, provided that you are using the same Steam account to play the game.

Yes. As long as CS:GO was purchased with your Steam account logged in, you should be able to log back into your account on your own computer to download, install and play it. Just make sure that you logged out of your account on your friend's PC.
