Is almost a public knowledge between PC players that to run Fallout 3 under newer OS is like a rollercoster ride for person who hate it.
And of course Bugthesda...ehm...sorry I mean...Bethesda act likes always, we have your money so who cares, the current OS's wheren't arround them time when we made this game for you..blah,blah...which is funny cause you can run even the oldest Fallout 1 without issues on any OS.

However is true in opposite way too, on PC with a little luck (and some googling arround) you can run a lot of older games - while is impossible to run for example PS1 games on PS3/4.
And you can install mods, which might fix bugs and make your game looks like a completly different game. Not sure if I could do the same anime haired half-elf half-nord Skyrim character on consoles too *winks*
