Did you log in to or download a file from the link you were given? This is a pretty common phishing scam. You will need to contact Steam Support as no one on these forums can get your account and/or items back.
First: If you did download something, be sure to scan your computer for malware (use a good anti-malware such as Malwarebytes free anti-malware) before you go any further.
Second: Get the ball rolling with Steam Support. You can contact them here. You will need to create a separate Steam Support account in order to submit a ticket.

A phishing link has been going around lately.
I encountered it myself, but I acted fast.
Before anything, take these precautionary steps.
1.) Deauthorize your steam account from all PCs (Done through steam security settings)
2.) Reset password
3.) Reset Verified Email Password
4.) Run a virus scan, preferably the free version of malwarebytes.
After that, report to steam support immediately. They might get your items back.

No, it's a script that trades. It mimics you trading items, and makes you trade items. Likely using similar coding as the automatic trading bots that everyone uses for the third party trading sites.
