That's exactly what I mean by the generic error. As it's almost always net congestion (as the handshake on all online payments is only a small time window) it's not worth contacting Steam yet.
Just try again later - it's good practice to try when other people in your region are asleep (I tailor my purchases to early am), but you can equalyy try first thing as soon as you get up in the morning.
If it still persists after a day or so more, please do get back to us.

As I've clearly said, this is NOT a good idea at this stage as the problem is usually simple net congestion. Contacting support under such a premise is a fruitless exercise - they couldn't tell you what's up with the payments system (as it's beyond their control) so it would be irrelevant. In any case, even if they could, it takes several days for support to respond, so in these cases the money would have been returned by then in any case.
Unless you're #saying it's not this - in which case ASK HERE -don't make foolish "nah, don't work" statements as it serves only to hinder others.
