How about some more details please ? Exact wording of the error message would be a good start.
EDIT...I see you posted a link above and I am guessing that is a screenshot to the error you see...sorry but I do not click links outside of Steam here...you can type the error please.
Right mouse click Steam.exe, view Properties -> Compatibility and see if it's running in compatibility mode.

second, I decided to ignore the error, steam looks exactly the same.
It's that Windows sometimes automatically applies settings without any warning or permission.
This forum is "help and tips" so that is why I assumed you needed....um....help.
