Report a translation problem
In command prompt, type "ipconfig /flushdns"
log in using offline mode
go to steam in top left and select "go online"
follow the steps after that and enter your info and see if that works..
or...
if you can get to offline try steam then settings then downloads and change your download region....sorry because I am not sure if you can do this in offline mode but wanted to mention it anyway here
Change the region again please
log out and completely exit steam...make sure it is fully stopped
log back in using the above method that seems to work for you and check that the region change stayed like you left it...
try again to go online...
do this more than once for more regions if you can but do it this way each time please....

EDIT...check antivirus especially please...
