Cannot login to steam servers for days.

I haven't been able to login to the steam servers for a couple days now. I have tried launching it with the -tcp option with no help, I've also tried uninstalling and reinstalling steam without any luck (a fresh installation). I have tried this in the cmd prompt with admin rights:
netsh winsock reset catalog
netsh int ip reset reset.log

I used to have the option to go into offline mode but now it is gone. When I had the opportunity, I would click "go into offline mode" and then another window would pop up saying "Connecting to steam account" which then would have another window pop up saying "steam is having trouble connecting to the servers, please try again" and closes steam all together. This was all done trying to go into offline mode.

All of my other devices connect to the router seemingly fine. My consoles connect to the internet and my PC is connected, even to Origin. It just upped and stopped working one day when I restarted my router (a thing I've done before without any issue). PC specs:

Windows 8.1
12GB RAM
AMD Phenom X4 965 3.4GHz
Geforce GTX 770


I checked to see how steam was doing on my laptop so I booted that up and am having the same issue on my laptop if that helps diagnose the issue.

I've searched the forums and can't seem to find anything to help me. Anybody have any ideas? Your help would be greatly appreciated.

Sorry for that, new to the community here. I don't have any of these programs except for utorrent which I've had for as long as I can remember. And it remains inactive.

Ok...no big deal. Just to make sure, your antivirus is not on that list, right ?

So you are saying you no longer can get into offline mode. What happens exactly in detail step by step right now when you double click the steam shortcut ?

EDIT...from what you said about your router, what about your ports ? they open ?

EDIT..I forgot to ask about your firewall unless I missed it in your title post..

And you really need to remove your account name ...that is bad to post in a public place....this is important....
