change the download region
log out and completely exit steam and make sure it stops.
log back in and confirm the change stayed like you left it...
try this several times....but do it like is suggested here
also check your "Games" tab up top and make sure there is no entry that looks strange or out of place...saw this on an old thread so it may not apply anymore
edit...if this does not work, try to boot into safe mode with networking and then log in and finish the download and log out and reboot into windows and log in and check it again

same thing happening to me
what hell
did any of you found any fix for this yet? I have been getting this since last night and the funny thing is, whenever I download something, for example Stardew Valley, my game folder is completely empty and the download is stuck at 99
okay just to confirm, VPN does work but it appears to be temporary :/
