Report a translation problem
1) ISP main line issues, which just are not bad enough to effect web browsing
2) particular to the CSGO servers u are getting on, as not all will be good, even if u can get on them successfully. FPS has nothing to really do with Internet Connection. If u have poor ping or packet lose, then the overall online experience in said game will be poor, as others with better ping will usually have the jump on u.
Please close any web apps (such as Steam), launch a web browser and run PingTest.net
Run that test 3 - 5 times to get a sense of accuracy and share your results here. If this reveals packet loss or high jitter, u may need to contact ISP and have your line checked for problems.

What all are u using though to connect to ISP?
Anything wireless? As that usually is a bad way to play PC Online MP games.
What ISP speed/plan?
However I can just tell u right now, satellite dish isp are THE worst, period. It's about as bad of a connection as dial-up, except for the speeds when it does work.
