[HELP] Steam updating in a loop. Keeps Extracting/Installing latest update.
I've already tried a clean install. I've tried running as an administrator. Tried rebooting. I've tried adding -ucp to the end of the shortcut extension. I've tried pretty much everything I could find on various support forums. I'm at a loss.

The only thing I have on that list is Skype, and I've tried doing it with Skype off.

Try uninstalling skype then. Like the page says, if the issue persists, then try uninstalling programs from it to test the issue.

I recommend to restart your PC after any program removal just in case.

Have you tried to uninstall and completely remove skype yet as I suggested above ?

You said it works in safe mode but not under normal boot so do the next steps to fix your issue by figuring out what is affecting Steam.
I can't at the moment, but sometime within the next few days I'll give it a shot.
Okay so uninstalling skype didn't work, but I did at least find a sort of jank roundabout way of getting steam to work (basically running two or more instances at once with flushconfig and waiting for one of them to click while the other is looping.)

i had the same problem on my steam.
so, i disconnect my internet and just started steam.exe, and its on.

I have the same problem -- but am running Steam on a Mac! No Windows, no Antivirus. Plain old OS X. It just won't stop updating. Tried rebooting... Will try uninstalling Steam next, but I figure from the comments it won't help.

I am having this problem right now. Steam cannot update properly it loop[s. I did try disconnecting the Internet connection this stops the Update Loop and forces steam to ask if I want to retry or continue offline.

I reconnect my internet and say retry and log on and it works. However it detected that there was an update after few minutes and asks me if I want to restart Steam, I said yes and the loop started again. I repeated the process Got in again.

This time I was going to say cancel when prompted to restart Steam for update however, I saw that half of my games are not installed all of the sudden, this is because these games are on a different drive but steam cannot access it anymore for some reason. I went to settings and changed the path and it asked me to...restart steam...and now the loop happens again.

I am going to repeat the process, but I am sure this issue with withe Update process and STEAM and not because of Third party Apps, I have not changed apps It was working for years now.

It got in to that loop because I lost my internet for a couple of days and was playing Offline..then when I got back internet it detected update and I said restart as usual and from then I have that Loop.

Update: I fixed the problem and here is How.

1- Uninstall Steam application, do not uninstall or delete any of your game under steam\steamapps.

2- Rename your Steam folder to SteamOld

3- Install Clean Steam copy with new installer. Do not Launch steam after installation.

4- Move the SteamOld\Steamapps folder in to the newly installed Steam folder.

5- Launch and log on to Steam

6- Loop resolved, enjoy playing your games.

PS: Once you are happy that all is fine you can delete your SteamOld folder.

I had this issue, and found a youtube video from 2014 with a similar one, and the solution worked... spam multiple requests to launch your library. like, half a dozen, there will be multiple update windows going... churning... and one breaks through. you're in. kill the other processes/windows.

messed up but it works. *shrugs*

I had this issue for a few days. Turns out I just had to temporarily disable my antivirus software (I use Bitdefender). None of the other solutions worked for me. Good luck!

There "should" be setting in BitDefender that allow it to ignore Steam and games in real-time so you don't have to do that for the antivirus itself. Check for a setting like "gaming mode" or something.

BitDefender has always been on this list.......

But if you allow exceptions for Steam and games, that seems to work for it.
