Steam won't let me buy games...

So i've been trying purchase GTA V with my steam wallet, but everytime I click purchase then continue this message pops up "There seems to have been an error initializing or updating your transaction. Please wait a minute and try again or contact support for assistance" I'm starting to think it might be a bug cause one of my friends just got this problem too but if anyone can give me info on how to fix this problem it would be much appreciated.

P.S. I already contacted steam support but they haven't contacted me back for a week now.

Try to make the purchase in Big Picture Mode, otherwise contact Steam Support at https://support.steampowered.com

call your bank and ask them if a lock has been put in place

Your location might be an issue as well. Typically moving from one Country to another, or being behind a proxy. Try to do the purchase in your usual location.

The easiest way to get this resolved is to log out of Steam entirely and then log back in. Typically it will resolve any issues with being able to communicate with their secure purchasing server.

My roomate is having this issue, right now, but everytime he tries to contact support it logs him out, on his PC client, website and phone app!!!!!!!!!!!!!!!!!!!!!!
