Right-click the game > Properties > Local Files > Verify Intergrity of Game Cache.
Asks to restart Steam > do so and then go to GTAV > Properties > Local Files > Verify
Under the folder "_CommonRedist" you will find "DirectX > DXSETUP.exe" and "vcredist > vcredist_x64.exe and vcredist_x86.exe", manually install those to ensure they have been fully setup.
Under the folder "Installers" you should find the "Social Club v1.1.5.8 Setup.exe". Install that too and create your account to link the game, if you haven't already.
Finally right-click the file "GTAVLauncher.exe" or "GTA5.exe" and try to "Run as Administrator". Just incase your Windows is blocking some access for it. It's going to access your RockStar Social Club and login before the launching of the actual game - so it could be related to that, rather than the game.
Any luck then? If not, check that root folder for any "error.txt" files or similar.
