To ensure that you do not encounter this issue, always allow Steam to close properly when shutting down your computer. Allowing Windows to force Steam to close when it is writing to a hard drive may cause Steam library and installation information to become corrupted.

I believe that Steam's files may be modified, corrupted, missing, or misconfigured. How can I restore Steam to its original state without having to reinstall my games?

At this point we could actually know what you tried here so we can get a better idea of how to help you...
Sorry, it is just really frustrating when I go to the trouble of typing and linking a lengthy post here to try to help someone and I get back a reply with 6 words in it that tells me nothing...
EDIT..and judging from your Post number 1 what I posted here makes even more sense.
